Microsoft released a new build to the Offie Insiders for Android. The latest preview build 16.0.13029.20006 adds a number of new features to Outlook. The new features include week numbers in all your calendar views, insert an online meeting link to your meetings, a new formatting toolbar, and contact suggestions from Managed and Personal accounts.

A new formatting toolbar on Outlook for Android now allows users to access basic formatting features. This will include bold/italics/underline, bulleted lists, numbered lists, linking, and three different font styling options.
The last feature is contact suggestions from Managed and Personal accounts while creating a new email and new calendar event. The suggested contacts will be visually separated but will be still accessible at a tap.
